See comments and complete thread mentions:
See same issue with
get-printerdriver "Microsoft Print to PDF"| fl
Path : mxdwdrv.dll - Incomplete compared to working system
ConfigFile : - Empty compared to working system
Removing all Cumulative updates to 10-2020 is no option.

Exactly the same problem
We are having the same issue with our 2019 RDSH servers. Cannot print to any type 4 drivers. Uninstalling the update works, but we'd like to have the security measures in place.

We're having a similar issue with Server 2019. I believe it was after a recent update (as no other changes were made), but uninstalling windows updates hasn't fixed it. When trying to print to Type 4 printer drivers (Microsoft PDF and XPS and OneNote), the Print button is greyed out as are all other settings on the print dialogue box like the properties button and page settings. I thought reinstalling might help, but now I cannot install them again. Selecting replace the driver yields "Element not found". Reusing the driver yields: "The handle is invalid".
