[Connections] [Versions] Support managing down to Windows Server 2008 R2, even with less functionality
From Private Preview user feedback.
Available in Windows Admin Center Preview 1806
Or just re-install the old Server Manager tools in Ver 1803:

If one of the requirements for Windows Admin Center is WMF 5.1, and Server 2008 R2 supports that, and because Server 2008 R2 is still being supported for a few more years, it makes sense for WAC to also support those servers. We only have a few left too thankfully, but missing this support makes using Admin Center even less of a possibility.

+1 to this, while I'm not proud of it, we still have some servers on 2008 R2, as legacy software system require it. If only basic management could be added, with sections disabled due to older version, it would be fine by me.
because is is supported until 2020!
