[New tool] CLI equivalent to device manager
There's a lot of stuff that the device manager can do that doesn't have a CLI equivalent such as:
* Force installing a driver (selecting a specific .inf in the "have disk" device manager menu)
* Automatically finding and installing the best driver in a folder with multiple drivers.
* Rolling back to a previous driver version
* Selecting to use a different driver in the driver store for a device (for example changing to the basic display driver without uninstalling the normal display drivers)
This is especially important when managing a Windows server core deployment because the device manager can't be used on a core installation.
I would prefer a Powershell module, but a cimclass or even a legacy console program would be fine, it just needs to work on server core installations.

This is specially needed on Hyper-V Server....
Please add possibility to remotely manage devices and drivers of Hyper-V Server (standalone).
