It would be nice if File Storage Migration tool would ACTUALLY WORK!!!
The File Storage Migration tool sounds like an amazingly wonderful tool -- but the reality is that it WILL NOT WORK!!!
I can't get it to do anything in any browser I've tried except to generate the following error, and keep spinning and spinning and spinning....... ad nauseam!
RemoteException: The type 'System.Collections.ListDictionaryInternal' is not supported for serialization or deserialization of a dictionary. Keys must be strings.
Go to Storage Migration Service.
The eventual result was that Microsoft could not help to get it working with either one of the WAC server itself being in Core mode, nor the Storage Migration Orchestrator being in Core mode. -- I had to blow away both servers and install new servers with the ^*@&#%~! Desktop Experience mode installation of the 2019 server OS. -- Completely at odds with MS overall recommendation to use Core as often as possible, and specific mentions of the option of using Core in this particular use case that I'd seen in a couple of their WAC & FSMS docs. ... Needless to say I was ****** off by this eventual development. ... But, well, if you have similar problems, just make sure both WAC and your Orchestrator were not installed with the Core option.
If anyone else is having this problem, check that Storage Migration Service Tools is installed on the orchestrator node - it didn't install automatically for me, and checking this in "Add Roles and Features" fixed the problem.

I've tried opening one from our O365 Admin center. Don't even know if they'll talk to me about WAC or not, but I guess we'll see.
I wish I could! -- I'm not at all sure how I'm supposed to do that. We are a local government entity with Premium Support (Platinum? whatever it's called) from Microsoft for PCs & Servers, an EA agreement, O365 for ~800 accounts, Azure AD Sync, etc. ... but when I log into the support link you gave, it doesn't allow me to open a case with my login.
If there's a way to use the "Add Contract" or "Add Subscription" buttons, given our existing account info, I don't know what it is.
