Windows lost granular control for Hyper-V a while ago, so this would be a nice way to return it
We too have cluster with VMs that are managed by different teams.
Ever since we migrated to new Server versions, we had to resort to just one "cluster team" to be able to modify any VM settings, and rest of teams just have admin rights inside their VMs OS.
Yet sometimes it would be wonderful if they could do tasks on VMs themselves without opening tickets with "cluster team". This includes anything from START/STOP, making checkpoints, changing settings, exporting VM, or having console connection to VM (for initial setup before networking is available). Only task left for "cluster team" would be to create empty VM and set the access permissions to whichever team that "owns" the VM, and the owner team could self-service after that.
System Center is huge overkill to do just that.
P.S. workarounds via powershell are possible, but messy, and then WAC goes out of window as we bypass all standard managing (GUI) tools
