Once PSv3 is installed on a server, powershell_ise always starts in v3 mode with CLRv4. There should be a -Version parameter as there is for powershell.exe to open the ISE in v2 mode.

Alternatively, it should be possible to set an option inside the ISE that will make the ISE using a different version of PowerShell while running or just before executing a PowerShell script that targets a specific PowerShell version.
