Problem Description:
Like wevtutil, get-WinEvent permit usefull xmlfilter filter
$query = @'
<QueryList>
<Query Id="0" Path="Security">
<Select Path="Security">*[System[TimeCreated[timediff(@SystemTime) &lt;= 3600000]]]</Select>
</Query>
</QueryList>
'@

Get-WinEvent -FilterXML $query

I suggest a cmdlet to export the result

Export-WinEvent [-syslog]
Export-WinEvent [-Path] -fileType (evtx|xml|csv|txt)
