Can you correct the typo in the title? It appears you mean "Remove", not "Remote" (I don't think there is such a cmdlet as "Remote=NetIPAddress" and don't know what it would get you anyway.)

In Windows you can't actually manage binding order. Yes, there are commands to do so, but they are placebos. Binding order is managed solely by setting the upper and lower edge values.

In Windows 10/Windows Server 2016 the placebo capabilities were mostly removed.

Can you add more information? There are dozens of different kinds of changes that can occur in networking. Are you talking about DNS entries? IP addresses? Network adapter offload enabling or disabling? Please tell us more.

Windows Server 2016 Switch-embedded Teaming supports affinitizing a virtual NIC to a physical NIC. The mapping will be maintained as long as the physical NIC is operational. Obviously if the physical NIC fails the virtual NIC will be failed-over to another team member until the physical NIC connectivity is restored. See https://gallery.technet.microsoft.com/Windows-Server-2016-839cb607 section 4.2.5. (If your copy doesn't contain that section please try downloading again in a few hours.)

Upgrading with teams intact will not be supported in Windows Server 2016. It remains in our list of customer desired items to be considered for future releases.

LACP slow timer option is available in WS2012 R2 (https://support.microsoft.com/en-us/kb/3109099) and it is available in Windows Server 2016 Technical Preview 5 onwards.
