    I have exactly the same issue. Just by running the below LCM configuration script is enough to reproduce this behaviour. Running it for the first time would appear successful, but on subsequent attempts of executing the same script, or to publish a configuration I get the error 'The specified property does not exist.' This only goes away when I remove the partial configuration settings.

    [DSCLocalConfigurationManager()]
    configuration SetLocalConfigurationManager {

    node 'localhost' {
    Settings {
    DebugMode = 'ALL'
    }

    PartialConfiguration PartialConfig1
    {
    Description = 'Partial Configuration 1'
    RefreshMode = 'PUSH'
    }

    }
    }

    SetLocalConfigurationManager -OutputPath 'd:\DSC\LCM'

    Set-DscLocalConfigurationManager d:\DSC\LCM -Verbose

    Output on second execution;

    VERBOSE: Performing the operation "Start-DscConfiguration: SendMetaConfigurationApply" on target "MSFT_DSCLocalConfigurationManager".
    VERBOSE: Perform operation 'Invoke CimMethod' with following parameters, ''methodName' = SendMetaConfigurationApply,'className' = MSFT_DSCLocalConfigurationManager,'names
