Correct, you can perform a Rolling Upgrade from N-1. So you can do a Rolling Upgrade from Win2012 R2 to Win2016.
Your ask of Win2008 R2 to Win2016 would be N-3 support of mixed version clusters.
VM Load Balancer will run when it is enabled, so you can actually toggle it off with the following cmdlet:
(Get-Cluster).AutoBalancer = 0
Then toggle it back on:
(Get-Cluster).AutoBalancer = 2
You could automate that with Task Scheduler, to control when it runs... or to do things like disable during business hours and only run during off hours, etc...

Thank you for your feedback! Based on your feedback, we have done work to enable this scenario. With Windows Server 2016 you can now enable the CSV Cache on Tiered Spaces which have heat map tracking enabled. The CSV Cache is also now compatible with Dedup as well.
When you Add a node to a cluster, you are prompted to run Validate. Part of the Validate tool runs a test which checks all the hotfixes across all the nodes to verify if they are consistent. It then generates Warnings to tell you if you forgot to patch a node. Then you can use CAU as the tool to do the actual testing. Does that meet your needs?
What are the scenarios you would deploy a cluster which was not domain joined?
- Would you deploy EVERY Hyper-V Cluster this way?
- Small deployments?
- Branch office?
- DMZ deployment outside firewall
- Highly secure deployments?
- Test / Dev?
Just to make sure I understand, you are asking for the ability in Failover Cluster Manager under the "Roles" view to be able to create subfolders and then place different items in different folders to categorize them? One question, the Roles view exposes the ability to filter on a number of different attributes. What does creating subfolders for categorization give you that the filter does not?
