You can already do that on Microsoft 2012 R2 Server Core...

We already have this feature in Windows Server 2012 R2, by simply installing AD, DNS, DHCP File/Print, etc... without any other features installed or cached. I think you are missing the point of the nano server... MS have created it to take on linux's quick deployment ability; specifically what AWS currently utilise heavily for auto-scaling groups and what not.
